The Pomposity of Fred Risser

The state Senate today unanimously voted to ask voters in April to further limit the veto power of governors.

The proposed constitutional change must return to the Assembly for formal approval of the April referendum. The amendment would prohibit governors from cobbling together words, numbers or digits to create new spending or other changes that never passsed the Legislature.

When he signed the 2007-’09 budget into law in October, Democratic Gov. Jim Doyle used the “Frankenstein” veto twice. With one of those vetoes, he raised the property tax levies local governments could adopt for 2008 from 2% to 3.86% - a change that authorized the collection of about $41 million more in property taxes.

So far, so good, right?

Senate President Fred Risser (D-Madison) said the change “makes good, common sense” and would still give Wisconsin governors the broadest veto authority in the nation.

WHAT? Did I read that right?? It was because of Fred Risser that this wasn’t voted on THIS year and it cost the taxpayers about $41 million. The absolute arrogance it takes for him to say it “makes good, common sense” is astonishing.

This is just a daywatch story on the JS Website so I’m going to cut them just a tad of slack here and hope to all that is holy they at least ask him “If this makes good, common sense, why didn’t you do it this year?” when the actual story is printed in the paper tomorrow. I have my doubts.
